Cannot transfer ADSL line

I recently moved to a new property. When I called telkom to arrange for this I was assured that there were lines available at the new premises. On the day that they were supposed to install the new lines, I called to confirm the time and was informed that no installation was happening due to insufficient infrastructure (nobody bothered to inform me of this). I was assured it wouldn't take long before my lines were installed and that I wouldn't be charged until the new lines were installed. After waiting for 2 weeks with no response I called again today only to be told that they would only be considering upgrading the infrastructure in April 2014. That didn't stop them from charging me this month, even though I've had no service and won't have any service for the foreseeable future. Thanks for nothing telkom. Not only do I not have internet, but you're charging me for a service that's not being delivered.
