Unauthorised Debit Order!

Please advise under what authority you feel you can simply debit my account R250 and cost me money to reverse and stop it, and then debit it again under a different reference number!!!
My wife had a contract which ended 3 years ago and my daughter had one which ended beginning of this year.
Please explain to me how this is happening, and when I will be refunded the bank charges for these unauthorized transactions. Transaction References:
