No follow-through, no response to query

I contacted the manager to request that he send someone to re-seal some windows in our house that leak every time it rains. He asked me to send him the dimensions of the windows by email (which he indicated was his preferred way of corresponding), and after I did so he stated that he would send someone "early on Friday" (which is today). I emailed him again yesterday (the day before the people were due to come) to ask exactly what time they were coming, as I had to be at work before 11h00 on that Friday. He never responded, and nobody ever showed up. We just got home right now and it was raining, and our house is virtually flooded due to the leaky windows that should have been fixed this morning.
