30% off ALL ladies formal footwear - um, or not?

I was at Edgars Clearwater on Sat, 23 Feb 2013 when I noticed the promotion running of 30% off selected items in store. I decided on a pair of Sissy Boy high heels and went to the cashiers. However, when she rang it up, I noticed that my 30% discount had not been issued, I queried this and the lady went to the shoe department where she was told that the 30% only applied to shoes where the signs were displayed. Feeling irritated I accepted this and left the store as I was in a hurry. However, when I returned on Thurs, 28 Feb I went back to check the signs which read "ALL ladies formal shoes less 30% off regular marked prices, excludes Aldo and Steve Madden", the lady in the deptartment told me they were told it's only the shoes where the signs are displayed... this doesn't makes sense and is FALSE ADVERTISING! There was no-one to help me with my query and staff seemed irritated when I queried it. Surely ALL means everyshoe (except Aldo and Steven Madden) whether the sign is there or not??? To top it off, I still had to wait 20min at customer services as there was 1 cashier... as always! I'm highly irritated!!!
