Will not refund because of dust on clothing

I purchased a top from Sandton City, when I got home the person I bought it for could not fit it properly, and there was some dust on the back of the top as well. I took it to the Centurion branch to refund/exchange it and they said because of the damage (I don't know when dust became damage) I cannot return it. When I askd if they want me to wash it first they replied they will not take back washed garments. So now I must sit with a top I cannot use because of dust marks that got there from THEIR store!
