Faulty Battery Charge

I bought a battery charger from Wadeville Autozone on the 4th Nov 2012. The salesperson was Phil. I have been scarcely using my charger and last Saturday when I used the charger it it blow the fuse, I replaced the fuse more than two times, but it keep blowing it. I called Autozone on the 16 Oct 13 to report and request exchange, but Phil told me his manager deal with returns and he was not there, Hugo. I left a message to no response from Hugo. Again I called Autozone today, I left the message with Samantha, and till now no response from Hugo.
At least Hugo should have acknowledge my call and listen to my concern about the battery charger I bough from them. Nothing came forth. And again how do I contact the Consumer Commission if they don't respond to own up or reject my complains.
