Book order take more than 30 days?

I order a book on the internet on the 19-Sep-2013 that would take 7 days to delivery. After about 5 days they send me a message that there was a delay and the delivery date is postponed to 10-Oct-2013.
No delivery on the 10th and NO message either.
After investigation the new date is now 23-Oct-2013.
