3 * Closed account... but not actioned - who pays

My wife has an Edgars account. Paid it off in full..did not close it..was retrenched..went in to close it... was told it will be closed .. next month gets an account... goes in..official again says the account will be closed... takes all the details, and my wife leaves... next month..another account..by this time 3 * R180 owing..3rd time she goes in..explains her story..official tells her they can close the account now as there is no record of previous closure... but who is going to pay the money for the incompetence of the staff... in all 3 times..no reference number given..no confirming form... no proof of closure... are we again going to get another account next month?? PLEEZE Edgars...
