MEAT LIKE RUBBER

Hi, i bought a mutton pack at shoprite about 2 weeks ago (i know mutton is tougher than lamb), the first time i used it i cooked my meat for approximately 2hrs, and when we had supper the meat was till tough, and we had to recook it again, but it only made a slight difference in the texture. Last might i used the last if my pack, and braised some chops... which where not even thick chops for about 2hrs... when we sat down to eat it was so tough we couldnt even chew it or bit into it properly. I have made numerous meats from every where and this is the first time i have this issue (I usually have no issue with shoprite)
