Poor Quality 2 ply Baby Soft Toilet tissue

This month I bought a 2 ply Baby Soft toilet tissue pack of 9, but the quality received is very poor. It is not the same as the quality I have been receiving in the previous packs. The paper used there is not baby soft, it is just normal paper. At some stage I thought it was single ply because the layers were too attached to one another and just tearing off as I am rolling. This is not besides the hardness of the actual paper used.

I can even send a sample if you will, because I even did a comparison with the toilet paper that was left last month, a nd the pack I recently opened and the quality is not the same
