Unauthorised credit card deductions

A deduction was made on my father's credit card for something he didn't want. We took Homemark to task and after working closely with the Consumer Fair he got his money back. But I see this behaviour is continuing. To all other people who suffered the same fate, go to the Consumer Fair website. But alas, who is going to stop these people doing this? How can this continue?
