Won tickets and don't want to honour now

Me, my daughter, her boyfriend and my husband won tickets through people mag and I did tell this Heather woman and my daughter mailed her where she can courier her and her boyfriend's tickets to as he couldn't mail them, now Heather only wants to send her two tickets, one for her and one for her boyfriend instead of the 4 tickets that are won!! Heather doesn't even respond to us when we questioned her about certain issues!! They made a up and now don't want to own up to everyon!!! I'm getting tired of us being ignored now!!!
