No deposit refund

I have vacated premises in Rondebosch Village, 205NS on 27 February 2013 after the inspection. I am still waiting for my deposit refund. According to the contract I quote:

" Should no amounts be due and owing to the lessor in terms of the lease, the deposit, together with the accrued interest in respect thereof must be refunded by the lessor to the lessee within 7 (seven) days of the expiration of the lease."

It's nearly a month later after the seven days and repeated emails to the accounts manager have yielded only empty promises of payment. They claim that paperwork is missing but I can't be held responsible for them losing paperwork.
