Treatment of Employees

My husband work for Stellenbosch Municipality for the last 27 years. Two months ago they just did not pay his acting allowance which he received for the last 7 years. Without any warning it was just not included in his salary. He has been waiting for them for the last 7 years to finalise the oganogram in order to sort the acting post but nothing gets finalised. The acting allowance is a big part of our household expenses which he does not receive now. For the last two months he is unable to get an answer from them of what exactly is going on and the buck get passed from one person to another. I think it is ridiculous that he gets treated this way after 27 years of service. It seems as if they just do not care about their employees and are just looking out for themselves. In the meantime while their lives go on we struggle to get by every month and can not pay all our expenses. I just wonder how they would act if it was their salary.
