Prepaid meter and panel in house burned

We just moved in a house last week and there are wiring problem everywere, from the light to plugs not working and tripping ongoing, we loaded time on meter and there was and huge sound and dark. This is # days ago, they were there and said they cant find the fault, then they opened the box and they broke the seal with a scewdriver, and said it is now on tamper mode and we must pay now, we have the fotos that day to prove that the seal was in good order just before they opened it!!! the wires are still burned, and we still in dark and we spend hundreds of money to call, no help yet.
