Why do we have Home Affairs

I applied for my Marriage Certificate in the tenth month last year, I were told it takes 4 to 6 weeks. A month ago I phoned head office and was told that my application is at head office and I must phone in 2 weeks, 2 weeks later I were told to phone two weeks later as no one has looked at my case, still two weeks later and I get told to phone in two weeks as no one has looked at my case yet. Why do we pay these people if no one seems to work there. What is the use of having computers if they don't have people with the mental capacity to use them. Maybe our Minister must fire the lot and get an outside Co. to do the work, at staff of 20 people willing to work will do a better job than the whole of the current department. The person I spoke to said that I just have to wait as nothing is on computer, why do they have computers?
