What is happening to our land?

I am so disgussed with the service one get from the people from the labour department. We are struggling from last year to get our assesment for return of earning. Today is the 6th of February 2013 and still have not received anything. One can phone all the numbers they simply do not answer calls or they pick the phone up, and you hear them laughing and then they put the phone down. Our company is in Roodepoort Jhb and they can not assist you at Roodepoort's labour department. So I went to the Labour department in PTA numerous times where or the systems are down or they did not receive our return of earning after posting, faxing and e-mailing it. In December we hand delivered it and we received a letter of goodstanding. Second week of January I were in PTA again, and they could not find it on there system. last week of January went there again, and they said to me I must submit it online. I went online and used the work instructions without succeeding. It does not give me the page where I must complete the earnings and save. To me this is a technical error. No one is answering the phones to help me. So yet again I need to travel to PTA.
