Pay for what you didn't use and We'll rectify late

I received my December account and Was billed R1773.00 for water.. Their estimated reading was "3306". I just received my January bill and now I'm being charged R1936.00 For water.. Yet again an Estimation of "3413" .. My meter is currently reading "3272" nowhere near December's reading.. I called the Call center and was simply told Pay the R1900 and we'll sort it out later. I don't know if anyone out there has R2000.00 just lying around to give to someone, but I sure don't.. My wife recently lost her employment due to being diagnosed with cancer and I cant afford to just give out R2000.. What can I do...
