Broken Stamp

I went to the Mabopane Terminus Police Station last night @ about 19h00 and found police officers just standing outside the charge office in groups just chatting so I told them I'm here to certify a document and they said they can't help cause their stamp is broken.

My question does the whole police station only make use of 1 stamp - I mean really... THERE'S NO WAY
