Query not attended to

I lodge a query with the Council on the 24 July 2013 with regards of high consumption. I receive accounts every month on estimated readings and not actual readings. The account query was lodge from 2010 to date. I have paid my account on montly basis between R800-R1200. After January 2011 the account of Electricty consumption increased to R2500-R3000. I phone every day and was informed that the query has been refered to back log office. When I phoned again on the 09 September 2013, I was told the the back office did not even log the query as yet. I have to pay for an account that stands on R71 000, and is increasing rapidly. I also made contact with the consultant and was informed they can only make adjustment from May 2013 to September 2013, which is not acceptable. I need assistance urgently as the house is on the market and I am not willing to pay for such a ridicule amount. I need the clearance rate figure urgently and the council is delaying the whole process. Please assist me urgently Thanking you
