Poor service overall

I am an accountant form the Western Cape and therefore have to request letter of good standings for my client by fax and e-mail. This is always a struggle since they almost never receive the correspondence and we have to phone the call centre everytime to ask if they received the information, what is this back to primary school. If i faxed it ad have a report then you must have received it.
Then when you finally get through they cut you off, because they don't want to work or just don't now what to do.
This is huge financial implications since clients lose tenders because they can't provide the letter of good standing, can someone please do something, the Commissioner himself is failing, since this has gone on for the past 5 years and is a disgrace for South Africa, man up and speak about the problems Mr or Mrs Commissioner, I have had enough of this service!
