CIPC Service Absent - No one working

Hi
I want to lodge a urgent patent, Im based in Cape Town and cannot go to Pretoria just to chat with the Companies and Intellectual Property Commission. So I went online found the contact number 086 100 2472 or 012 394 9973 and tried calling.
Well forget about this - its an endless loop recording. I selected option 4 for patents and 1 general enquiries on patents and after no answer after being told the standard "Due to high volume call blah blah..." it then goes on to tell you how efficient they are at dealing with each and every item they deal with the list is endless and you have to sit through this - well Ive never and still no answer, You get this feeling that all the staff are on perpetual tea and no one bothers to answer a call. This is absolutely pathetic and incompetent. I have no doubt that whoever is running this department is not there to provide a service to us the tax payer.
Suggestion if anyone has the inclination - GET A SERVICE THAT TELLS THE CALLER HOW FAR THEY ARE IN THE QUEUE AND MONITOR THIS.
I guess CRM doesnt exist here
