Funds still not allocated after a month

I made a payment via eft to the CIPC account on the 13 of December 2013, I have faxed through proof of payment and send 6 mails to try and get the funds allocated. I have only receive one response that told me to send proof of payment that me send through to another email address which I did promptly But the funds are still not allocated.
