Ates refund

I received a rates account for a property I sold, saying that they overcharged me on the rates while the property was still owned by me and that they now owe me a refund of R3 400-00. I completed forms to have the amount refunded only to be told that unless I can prove they owe me the money they not going to refund me. Isn't this!
