I dont understand this at all!!

I gave birth 2 my daughter last year (04/09/2012). Yes, I admit that the birth reg is late. There are good valid reasons for that. Her father wanted her to take her surname, but due to us breaking up, he's been in and out of the country so I couldn't get his documents or to even come with him. I finally decided that I will take her birth certificate in my surname. 1st time I went there I was sent back cause on the clinic card there was no date for the last immunisation (1year), they said they want to be sure that my daughter is alive. I took her to Centurion clinic for that as for the other ones she was in KZN. I went back last weekend. I had all the original documents including the Birth Confirmation Letter from Casternhof Life Clinic (Midrand), where I gave birth to her. The consultant took my application and said they will call me. They called yesterday and told me it's declined because they want another Birth Confirmation letter that is dated 2013.I called Casternhof Life Clinic and explained to them, they say they don't understand what letter I want cause the letter I have is the original letter. They cant put 2013 on the letter where as the baby was born in 2012.What is this?
