Dog impounded with dog collar but no call!!

Yesterday I returned home from a 6 hours trip, while unpacking my car, my dog Cola went out for about 5-10 mins. I had finished unpacking I called for her but she did not come so I walked down to the park, I searched for her about an hour and half, called district watch to please help as well.

About 30 minutes later I get a call from your Atlantis Animal Pound advising me that they have my dog and that an officer had been getting some paperwork done 2 doors down caught her and brought her to the pound... and advised I had to pay R280 to get she out, but I could NOT collect her as I had to pay at the Post Office and it was closed weekends.

I called Peter Lottering the manager personal cell phone and after hours office and Cell 0842112115 listed and I got NO reply for over 2 hours i called, I even sent you a sms which was delivered to his phone.

Disgusted she had to stay there for the night, this dog sleeps inside my home and has never slept outside!

I would like to know why Peter Lottering cant return my distressed calls and emails, is this the correct way he deals with urgent situations a dog "with" a collar tag surely they could just have called me at the house!
