Amended birth certificate

I applied to have my daughters surname amended on her birth certificate in November 2012. I was told that it would take a maximum of six months. After I physically went in and applied, I have faxed, re-faxed, emailed and re-emailed the documents and STILL do not have my daughters birth certificate. I was given a case number in June this year and was told, no PROMISED, it would speed up the process. Yet I still wait. I even went in to the head office in Pretoria, yet no one could give me an answer. I phoned the call centre today AGAIN and they tell me it is still pending. Now how can it take a year to amend my daughters surname? And whats worse; NOBODY knows what is going on!!! I need feedback or I will take this further!
