Not keeping to turn around times

I had two tax numbers and subsequently after numerous request the one was de-registered. I was obviously submitting my returns annually on the one tax number which was just de-registered. Now I got a letter stating I owe sars over R2, 500.00 for 2011 for which I submitted my returns under the old tax number 1374093167 in 2011 and as well as on tax number 2232864153 . I requested that all my returns be transferred to the correct tax number 2232864153 in order for me not to be incorrectly billed. I logged a disputed more than a month ago and called their call centre so many times but they're unable to assist. They keep giving me time frames to call back and when I do my dispute hasn't been looked at even. I'm being charged monthly interest on the account, I need to know how All of a sudden I owe SARS.
