Feel Over Charged

I lost my learners license and went to Midelburg licensing department for a re: print, i was Charged over R500 for a Learners License Re: Print. it just doesn't make sense you pay around R35 for the original one. i felt like it was day light its a lot and they gave me the famous line " the printing paper is very expensive Mam, we only following Procedures. its ridiculous you don't even pay that much for a Duplicate drivers license.
