Refuse name, refuse my son to pick up me license

Even though my son today presented a valid affidavit that I am working in Ghana and cannot pick up my license, the proof of license renewal, proof of passport and stamp that i am in Ghana, copy of regulation 112A stating the requirements of a proxy, certified copy of my ID, the Irene license department refuse to have my son pick up my rnewed license card. When he wanted to speak to the manager, after 2 hours the manager refuse to give his name or contact detail. This goes directly against the Batho Pele principles they must uphold, and they disrespect Ghanaian Comissioners of Oath, yet again an example of the incompetence that surrounds our municipal services
