City of Tshwane Municipality still estimating

I have reported that the Municipality is only estimating the power and not reading the meter. This happened for over 2 years. They have charged me more than 55000kw hours. They have since done an valuation on this meter and adjusted my meter with an credit and now I owe them R 16000.00. They have since cut my power and set Norton Attorneys on me. I am paying the bill and this month the electricity bill is at R 3006.00. with no cable connected. Now how do they get this right? Are we paying them to estimate our electricity or to do their work? Are they next month now going to charge me more on water as well? The people I spoke with did not seem to be getting any ware with this wrong full adjustment on the estimation from the past and now they are charging me for not using. I am loosing a days salary to go and sit in a Que just to walk out with no answers. Is there any body at City of Tswhane that could help me. I see that I am not the only person with this problem? I have excepted that they wont help me with this old problem but now they are just starting again. When will this stop?
