Cape Town municipal service as bad as else where

My question is how does the DA brag about how good they are when in fact the local citizen gets treated like dirt. We received a bill for R7400 for the months rates bill, this was about R5000 to much based on normal usage. We complained and told them that in fact even the meter reading was incorrect, by the way the bill said actual reading instead of estimated. After a lot of hassle the meter was replaced and they told us to pay what we normally do, which we did. Then we got another R7500 bill, we phoned again and were told to go to the local office which I did, I can tell the women who was supposed to help me was rude and did not give a. So we continue to ask for help and when we query its strange how the bill changes from actual to estimated. The latest is that it was to be reconciled as this had not been done, guess what another R6500 bill. I am now going to seek local advice, please if anyone knows of any other route please let me know. The local guys don't give a about us and they are useless and obviously the rest of the country are not the only areas where service is non existent.
