Why come to work if you are going to drag your feet

I went to the dept.of labour on the 15-05-2013, at 2:45pm or so. At 3:46 I was called by a consultant, but I had all the correct documents, then he turned me back and said I will come back tomorrow, without any reason.
The last time I checked the knock off time for people working at the dept of labour is 4pm, I even called in before getting on to a taxi just to confirm and the person who answered the phone said 4pm.

The man who helped me is very rude. Come the next day on the 16-05-2013 I arrive at 1pm, I stand in a queue, patiently this time and as I observe the man who told me to come back today, He treats people like nothing.
I don't know why he does that, he drags his feet when he is suppose to help people, talks to people with no respect. We are all human here, He is one of those people who promise to be sufficient when they need a job, after getting the job, they do the opposite.

I am very angry, I used up my time and money to get to that place. Something should be done about this, because I will not keep quiet about this
