NOT owned this property for a YEAR and billed

I have not owned this property for a year since April 2012 they made me pay R12000.00 before they would supposidly place the rates and taxes on the new owners name and to this day I'm still being billed! I have sent the neccessary documentation (proof of BNK account, signed declarations, copy of certified ID) on two occasions and I have still not got my money back and I'm still being billed a year later. I have called numbers from their website on my account etc. NO answer. And when I get an answer twice they would not give me a number to call. I live in Margate KZN and I'm a single Mother that needs this money. Please help me I cannot get there and it feels as if they are taking advantage or my money.
