Water meter leaking for a month NO SERVICE DELIVER

I reported the incident to the municipality on the 11th of April 2013. The water meter shut off valve blew off and I was guaranteed that it would be dealt with within 5 working days. It is now the 3rd of May and still, nothing has been done! How badly managed is this country?!
