Complaint against Durban Signs and Printing

I'm working for an international NGO based in Johannesburg. We requested quotes from many printers in Durban to print a roll-up banner for exhibition purposes, during a conference held in Durban. We had most of those suppliers contacts details on the internet. Durban Signs and Printing was the only company which responded and then gave a good quote of R912 (VAT and delivery costs included). The banner was to be delivered at the hotel where I was staying. We then placed an order on the 8th of August, we were dealing with Jaco Taljaard, whose cellphone num. 0799108444, and who requested a deposit of 50%. The deposit was paid in his account 62273302093. He makes us believe that he was doing the job by commenting on the banner design and by sending us the preview of the banner for approval. On the 12th of August, he gave me a call, stating that the banner was ready for delivery, and that he needed to see the proof for the final payment in order to deliver it. The final payment was then made on that day and he sent me an sms confirming that the banner was delivered at the hotel, which he never done. When I call him to ask, the guy bark in insults. This kind of people must be stopped
