Continual intermeitant unsatifsfactory service

Once again on Friday our newspaper wasn't deliver, despite at least 5 calls and promises that it would be delivered.
this is a continual intermittent occurrence. the call centre assures us that the messages get passed on to the delivery people, yet we still sit regularly without a newspaper.
now when we call our call is not answered as our number appears on the system and we have complained so often due to this "service"" which is a lack of service.
we want our problem solved and we except as paying that our calls are answered and not ignored and then acted upon
