No refund, dragging heels, sale

Dear Junkmail, (Client number: 38085)
It has now been a further week and we are STILL no closer to resolving this issue, due to the shocking dragging of heels we do not wish to use your services and demand a full refund, as services sold to us were not provided.
I have been instructed to inform our legal department should I not be contacted regarding a refund date before close of business today.
Ideally I do not want to draw Felix into this mess, however believe he has a right to know about this high level of managment indifference before undue enrichment/ charges are issued against your organisation and its directorate in terms of Section 77 of the Companies Amendment Act 71 of 2008 and the FSB.
Notice is hereby provided.
