Another Sylvia Memorial's complaint

After my gran passed last December, we went to Sylvia Memorials for a tombstone be put up for her. My mother paid R20000 which was the agreement and the balance of R7000 was to be paid after all the work has be done. Till this day we are still waiting for my gran's tombstone be built for her. When we contact them they always have different story everyday, these people dont even have the decency to actually call us back and let us know what is the hold up.
My mother phoned both the factory and the owner yesterday and she was told two completely different story. Its been over 5 months now running after these people. We requested that we be refunded our money but that is also a problem.
Anyone who would where i can take this matter further please let me know.
