False Advertising

We recently saw an Ad in a Drum magazine, a special @ Afrox that if u bring two empty gas cylinders u will only pay for those two to be filled and get another one free. Basically u will go with two empty ones and come back with three full one but only paid for two.

Now we called them on Friday @ Afrox in Midrand and they acknowledged that is how it works but lo and behold my wife went there today (Tuesday 23 April 2013) and now they told her that they actually want u to give them two bottles and they give u just one full bottle back

Now my issue is, is this false advertising or the employees there incompetent they don't even know their own advertisements.
