Incompetent staff

In 2002 I bought a television with Bradlows who took out a tv license for me. After some time I gave my tv to my mom and requested my license to be stopped. In 2008 the attourneys contacted me to whom I then send a affidavit regarding this. Untill today this was never resolved and now I need to pay R4822-00 before I can buy a new tv. Is it my fault that they did not do their job in the first place, why must I be punished for this now? Now when I spoke to one helpfull chap at SABC he says that they might cansell the outstanding but I also stand a chance still to pay them some amount. This is not fair as I had to resend all documents involved, luckely I still had it.
