Two for one special - it isn't

So after spending two days trying to find an Afrox centre, the two for one special (Fill up two, pay for one) as advertised all over ISN'T. It only applies if you give them your second cylinder, which I paid for (about R160). So I am not getting a deal at all!!! I am actually loosing R160 to get a fill at R160.

EXPLAIN THIS PLEASE???
