Please help me help my mom

Hi my mom is in frail care home its a private one, she was just refferd to this place abt 2 years ago, and At the time she was put there I'd moved to jhb already, she was fine before I left, living on her own nothing wrong except she has diabetes and is on pills for depression and nerves.but she could cope perfectly fine.she had a heart attak one nyt, and they said it could be emphasema coming on as she was a heavy smoker.she is only 52, .now when I was in jhb, last y the owner somehow got it right to take over my moms finances.my problem is she doesn't take my mom shopping anymore, shows her no bank statements, refuses to show ME, I've had social work and police involved there in el, nothing helped.now she accuses ME of spending my moms money, cancelling the debit order to pay for the place.its impossible I could even do this. I think this woman maybe controlling my mom and perhaps even spending her money herself.she never answers my messages or phone calls either and about a lot of things.also seen her shout horribly at other old patients. I need my moms documentation, bt the woman refuses to give it to me.iv phoned a fw places but say she's too young.where can I go? what can I do?
