Sanral and MD Civils passing the buck

Travelling on the N2/ R300 in Mitchells Plain area on Tuesday the 21st of January, I hit one of a number of objects/bricks, which caused damage to my car. There was no lights in and around the area.
I understand that this is probably the result of crime. However, if there was (any) proper lighting on the road, I definitely would have seen the objects and could have gone around them.
I reported the objects to the SAPS and send a police-statement and quotes for the repairs to Sanral, the responsible body. They referred me to a Mr. Harold Martin from MD Civils.
I phoned Mr. Martin, who blame crime in that area. He claimed that kept on the cables of the lights. Sorry sir, do not make your problems mine. I pointed out that too often we see the lights on these roads on during the day, but off at night! His response was that some lights is maintained by the Cape Town Municipality, but not which.
I received no further feedback yet from Mr. Martin/ MD Civils or Sanral. There is ways to secure these cables, and after all, this is about the safety of the public.
I received poor co-operation and a very negative attitude from Mr. Martin.
