Drawing issue

I battled from 25th of January till 1st February to be able to draw my salary. then i drew it and system bombed out halfway. now there is a freeze on my account cause they had to get special permission 1 feb to give me the money i wanted. there is a balance, i need it, but the freeze is not been lifted???
