Person goes on leave without addressing query

I completed my community service as a medical doctor at the end of December 2012. I spoke with, and emailed, Tshepo multiple times expressing that I need to have my status on the HPCSA's system changed to an independent practitioner as I am not able to do locum work until this has been done, and therefore am not able to earn a salary. Despite paying and sending though all the required documents, and despite asking him explicitly in at least 3 separate emails to process the application because I cannot work until it has been processes, he went on leave. I received acknowledgement that he had received the emails, but no further response. I have experienced this insensitive, ineffective, lazy and unhelpful attitude each time I have been forced to deal with this organisation
