HUGGIES STEPS - INCORRECT SIZE AS INDICATED

I usually purchase the Huggies Gold or Huggies steps for my 21 month old
I have a 12 year old son and have always used huggies on my kids. I recently purchased an extra packet of Huggies steps for my daughters weight as indicated on the packaging. I noticed when I had to use that packet that the size was incorrect as the packet prior to that one was fitting her fine. My husband too commented on the size when he was changing her. This is not acceptable to be packaging smaller size nappies in the wrong weight packages.
