Billing and BAD attitude

ON the 28/8/2013 I received a statement that shows my opening balance R 0.00 . ON the 25/9/2012 I receive another statement showing my opening balance R 0 .00 but the amount payable is R 265.00 for domestic TV Licence from 2013 to 2014. All of the sudden I receive a demand from attorneys, payment of amount payable R125.00. I emailed the attorney to give me more information about this demand, they never replied to me. I phoned the SABC office on Friday the 1/11/2013 the lady was very rude and confirming penalty fee during the year of 2012 . I NEVER received any statement regarding any of this and if my opening balance show 0.00 WHERE did they get this??? SOrt my account out...
