Delivery takes to long

I ordered goods from overseas. i got a tracking nr and saw that the 2 packages arrived at Johannesburg on the 13.10.2013 and the 14.10.2013. I still have not received the 1 packages although it arrived in Johannesburg 10 days ago. The other took also 10 days to get in Port Elizabeth. There excuse it that they are back lock. that's not my problem, i pay for a service.
