I have just moved in to a new flat on the 9th of september 2013. I received an electricity bill last week billed from the 1st of september to the 12th for an amount of R405 and i only moved in on the 9th. I called the company and they told me that they will only change the date on the bill not the amount, and that i should pay an electrician to come and access my meter.
